The Ministry gathers over 300 heads of the Judicial Offices to promote Phase III of the Law of Efficiency of the Public Service of Justice

The Ministry of the Presidency, Justice and Relations with the Cortes held on the 2nd and 3rd of December, at the Congress Center in Zaragoza, the first national conference aimed at directors of shared services of the Judicial Office, gathering over 300 professionals involved in the implementation of Phase III of the Law of Efficiency of the Public Service of Justice.

These pioneering meetings, organized in collaboration with the Government of Aragon, had the aim of providing specialized training to those performing management functions in the Judicial Office, endowing them with tools to manage resources, organize units, and apply technological innovations. 

The conference, which was opened by the Secretary of State of Justice, Manuel Olmedo and the Vice President and Regional Minister of Economy and Justice, María del Mar Vaquero Perianez, will also reinforce collaboration between territories, sharing experiences and coordinating common strategies for a standardized implementation of the new model across the country. 

The invitation, addressed to over 300 lawyers of the Justice Administration, symbolizes the Ministry's commitment to a sound, coordinated and effective implementation of the new organizational system. Choosing Aragon as the venue reinforces the wish for co-governance between Administrations in the greatest transformation of Justice in decades.​

Phase III: the new legal model shall be completed on 31 December

Phase III of the Law of Efficiency of Public Service of Justice shall be finished on 31st December, 2025, completing the final structure contemplated in Organic Law 1/2025. With this milestone, Spain shall consolidate a modern and flexible model, addressed to the citizens, leaving behind a structure based on courts with a single judge.

This transformation is turning the 3,931 existing courts with a single judge into 431 Instance Courts, each one with its corresponding Judicial Office, centralizing shared services and optimizing resources. The first Instance Courts have already proven their efficacy, with significant reductions in pending cases and improved response times.

A new judicial map at the service of citizens

In parallel, the Justice Offices in the Municipality have assumed the functions of the 7,701 Courts of Peace, extending and modernizing their services to offer a full service across the whole country. This model ensures that any citizen, regardless of where they live, may conduct legal transactions, connect by videoconference with a court or receive specialized assistance without having to travel. 

The joint deployment of the Instance Courts, Judicial Offices and Justice Offices in the Municipality represent a new organizational architecture which will be the base for the transformation of justice in Spain.​

A gathering to consolidate the greatest modernization of Justice in decades

At the conference in Zaragoza, strategic issues were addressed, such as service planning, efficient resource management, coordination between units and technological innovation applied to the Judicial Office. It is the operational starting point of Phase III and the last push before the final implementation of the model. 

With this meeting, the Ministry reaffirms its commitment to a more accessible, transparent and efficient Justice, addressed at the needs of citizens and prepared for the 21st century.​
