- This memorandum bolsters international cooperation to modernize legal systems, promote innovation and improve access to Justice
The Minister of the Presidency, Justice and Relations with the Cortes signed a Memorandum of Understanding (MoU) today with the International Bank for Reconstruction and Development-World Bank. The agreement provides a cooperation framework in areas such as digital transformation of judicial systems, innovation in the Justice Administration, access to justice and legal training.
Through this accord, Spain and the World Bank shall be able to develop projects together, share experiences, conduct technical visits and provide specialized assistance to modernize judicial services, automate procedures, improve transparency and institutional integrity.
Minister Félix Bolaños and Arturo Herrera, Global Director of Institutions Global Department at The World Bank, signed the MoU, at an event that was also attended by Roby Senderowitsch, Practice Manager for Public Administration and Institutions, Manuel Ramos Maqueda, Governance Specialist, and Abigail Conway, representing the World Bank as External Affairs Officer for Spain.
The signing of this memorandum coincides with the 10th edition of the OECD Global Roundtable on Equal Access to Justice, organized by the Ministry in collaboration with the Organization for Economic Cooperation and Development (OECD), starting tomorrow in Madrid.
A strategic agreement to strengthen Justice and international cooperation
This is the second agreement of this kind which the Ministry has endorsed with an international financial institution, after the Memorandum signed in 2021 with the Inter-American Development Bank. With this collaboration, Spain reinforces its international leadership in judicial modernization and technical cooperation, by promoting more efficient, accessible and innovative justice systems and sharing advances and best practices of the Spanish legal system, thus contributing to the development of more sound justice organizations, adapted to the challenges of the 21st century around the world.
The signing of the Memorandum is occurring at a time in which Spain is driving the greatest transformation of its Justice system in decades. Among the most significant initiatives is the Law of Efficiency of the Public Service of Justice, implementation of the Justice Folder as a single channel for digital interaction with citizens, inclusion of artificial intelligence and robotization tools to expedite procedures and the transition towards the Instance Courts, which optimize workload distribution.
With this agreement, Spain strengthens its position as an international benchmark of judicial innovation and multilateral cooperation, enabling the advances and best practices of the Spanish legal system to contribute to the development, in other countries, of Justice systems that are well-founded and adapted to the challenges of the 21st century.
