Bolaños defends at METAFUTURO 2025 the two years of key reforms in Justice

The Minister of the Presidency, Justice and Relations with the Cortes, Félix Bolaños, participated last Thursday in the fourth edition of METAFUTURO 2025.

The Minister of the Presidency, Justice and Relations with the Cortes, Félix Bolaños, advocated last Thursday, during the fourth edition of METAFUTURO 2025, the role of the Government to defend the digital rights of citizens, highlighting that the law is always above any algorithm. Likewise, he explained the profound and significant reforms in digitization which have enabled Spain to lead digital transformation in the area of justice within the European Union.

During his talk, moderated by the journalists of Atresmedia, Alfonso Pérez Medina and Marina Valdés, the Minister endorsed the announcement made by the President of the Government, Pedro Sánchez, regarding the need to call to the Congress of Deputies the heads of the company Meta to be held accountable, given the signs of massive spying without user consent.

The greatest advance in innovation in decades

Bolaños highlighted the inclusion of artificial intelligence tools, capable of summarizing judicial documents and decisions, which professionals may use freely, and which will provide citizens with clear and accessible information. These technologies, he added, also allow adapting the language to the needs of people with disabilities, facilitating their access to justice.

The Minister reminded the participants that the European Commission has placed Spain among the leading countries in digital transformation and reiterated the Government’s commitment with the European ethics framework.

In this context, he pointed out the interest of other Member States in learning about the Spanish process, which has already become a European benchmark. He also insisted on the importance of education and training aimed at judges to ensure an orderly transition. “The easiest thing is to do nothing, but I am not willing to go through the Ministry of Justice without approving the necessary reforms. I will do whatever my country needs, not what is easiest for me”, he said.

Key rules for a structural transformation

When reviewing the advances achieved in these past two years of the legislative term, the Minister pointed out the drive of the Public Service of Justice with the approval of two fundamental regulations: Royal Decree-law 6/2023, focusing on digital efficiency, and Organic Law 1/2025, transforming the judicial organization through the Instance Courts. He thus advocated for the need for a structural leap towards more agile and modern justice, leaving behind the legacy model from the 19th century.

The Minister also anticipated the immediate challenges, such as the approval of the Law to Extend and Reinforce the Judicial and Prosecutor Careers and the new Law of Criminal Procedure, the first one in 143 years, which attributes the criminal investigation to the Prosecutor’s Office and aligns Spain with the predominant European models. A reform which entails the most profound transformation of justice in decades.

Finally, he delivered a message of optimism and institutional responsibility, endorsing that the reforms undertaken by the Government aim to reinforce a more resilient welfare state and ensure no citizen is left behind.​​​​
