Manuel Olmedo Palacios

  • Born on 5 July 1976 in Ávila.
  • He obtained a Law Degree and a Diploma in Business Law from the Comillas Pontifical University (ICADE) in 1999

Trayectoria profesional

  • He joined the Judicial Career in 2003 and held various positions in the judiciary until 2021 in Asturias, Catalonia and Madrid.

  • He also worked as an attorney of the General Council of the Judiciary (CGPJ), within the Judicial School, being responsible for the recruitment and specialization of judges, prosecutors and magistrates in Spain from 2009 to 2015.

  • As an attorney of the CGPJ, he was a member and coordinator of the Work Groups to Reform Access to the Judicial and Prosecutor Careers (2010-2012), to implement the Transparency Plan and Access to Information of the CGPJ (2013-2015) and to draft the Principles of Judicial Ethics (2013-2015).

  • Between 2015 and 2021 he worked as a Magistrate of Territorial Assignment of the Superior Court of Justice of Madrid, at the Criminal Court in Móstoles and several Criminal Sections of the Provincial Court of Madrid.

  • From late 2021 to late 2023 he was Secretary General for Innovation and Quality of the Public Service of Justice, with the functions of promoting, managing and monitoring its development as a public service.

  • He has also taught as an Honorary Professor of Criminal Law at the University Carlos III of Madrid.

  • Internationally, he has worked extensively in the area of legal cooperation both in the European Union and other third countries.

  • He was an evaluator for the European Union Council in the 9th Round of Mutual Evaluation on implementation and application of criminal cooperation instruments in the Member States of the European Union in relation to the deprivation or limitation of liberty.
